Echo, you did misinterpret the "zone". "A system" is multi state, similar to how Regions are set up for dogs. Within each region are the state levels which are also considered "A" as state wide. "B System" is multi county within a state. "Zone" can also be multi county. The key to the concept is the level of dogs more so then the area encompassed or volumn. A small area could have a "B system" level. "A" is pretty much reserved for state wide, regional, or national. Most of the "A system" are (or were) actually smaller as it's higher level and judged accordingly. There are also different judges approved for each rating. A "zone" only judges cannot judge an "A system" show.
