I couldn't get my brain to spit out Border Collies but yes.  
I would never say any breed is the smartest breed.      I've seen really smart dogs the have no pedigree at all.

But what I always loved about the German Shepherd is that the qualities I admire most, all of them, they seem to possess naturally.

If someone wanted to get back to basics, they would need to add to the required qualities of the standard beyond what is there now.

They are capable of so much more.
