In February we have Green Grass in Texas for trials..This was Hutto in Feb Judge Manfred reading results..
We have many clubs and many places for training in TEXAS
NO INCOME TAX and we have oil if things go south...we can just become the Country of Texas..no likely...lol
Lots of Medical colleges , Texas A & M and THE DALLAS COWBOYS

S California definitely fits for 2 of the 3 criteria. TONS of places to train, you name a sport and I can find somewhere within an hour's drive of where I live (Temecula area, northeast of San Diego) to train and compete in it. FR, MR, Sch, obed, agility, herding, flyball, weightpull, terrier trials, etc the list goes on.
And the weather is good year round. Let's put it this way, I'm from the PNW so a little rain isn't going to melt me. Most of the people I train with, if it's raining we don't train. And we still only miss 3 or 4 training days a year LOL
The only negative on your list is taxes and cost of living. It's pretty high here, although this is the time to buy if you are looking to purchase property. Give it a few years and you'll have built up some nice equity.

Wherever you go you got weather and taxes. Only two certain things in life...death and taxes... forget who said that. DH and I doing taxes today. Ouch!! Only thing worse than doing my own taxes is doing them with my husband!
Now, prioritizing...dog training. That's the most important. If you want to live in the US, South Metro Atlanta in Georgia. Super club!! Love it!!!
