I think the main thing restraints do is prevent the dog from becoming a projectile or to keep a dog from distracting the driver (e.g. keep the dog from jumping into the driver's lap).

i know a friends mom's min pin didn't make it out alive when she crashed. The laws of physics determine how loose objects become projectiles. Don't forget, too, that airbags are lifesavers for adults, but not always for living beings less than 60lbs, restrained or not.
