IMO he doesn't look bad at all; but the stacking isn't particularly well done. Perhaps if he were not over-extended a more accurate representation of his topline would be presented.

Also, on the cowhocked, it could be as much a product of the over-extenstion. I'd have to see him moving from the rear before I pass judgement based on a single photo.

I like the dog's overall type.  He is a handsome fella. Great pigment, nice head, beautiful coat. You can't really judge his conformation by a single photo.  One would need to see him in person moving from all sides.  Plus, many dog's rump up as they move toward maturity.  He might be a bit cowhocked, but maybe not.  Certainly he is not sickle hocked and does not have a long lower thigh.  Plus, his proportions look very nice. He has a short back and is well coupled.  Maybe a slight roach, but not necessarily a problem.  Face the facts, Vegas is a top producing stud dog.  Whether you like SL or not, the Vegas dog is a big time producer and is valued at well over $200,000 if you factor in all his stud services(past and future).  My guess isthat this is a pretty nice young dog.  Compare him to the many long string beaned GSDs with poor bone and diluted pigment and snipey, poor head.

By the way, the dog is overstretched and would look much better if he walked into a natural pose.   This would then show less slope.  He does not have extreme angulation in the rear and is actually close to the standard.

Over stretched, his body is too short to be overstretched..........

He has no angle to his front paws & why can't he stand on his back left foot?
I'll take a dog like Theo anyday!

Read and memorize the standard.  Then take tracing paper of the standard and any other GSD.  If a dog is too long, has no croup, lack of angulation at both ends, lack of front layback and/or posturnum, you will quickly find this out if you couldn't see it in the first place.  Why do you think even the bundesseiger profung competitors have breed surveys and accept the SV koerklasse system ???  A long back is a very serious fault.  Remember, backs that are super long are a common problem in the breed today.  They look bad and they lower the working ability of the GSD.

Now let's select a GSD puppy that is absolutely georgeous in every way and near perfect to the standard.  He shows a lot of rear angulation at this age but is not sickle hocked and will likely grow up to be a very valuable top competitor with excellent angles not overdone in the rear. He is slightly overstretched in the photo, but his quality is easily apparent.  This is what a GSD is supposed to look like in form, whether sable or Black and red(braun).  If I was in the market for a GSD I would consider this fine young dog for sure and I would expect to pay a high price for him.  This is super deep quality and exudes top value.  Hat's off to the breeder.

Mirasmom Theo has back that is 50 million times better than yucky back that gsd has. Im sorry i have now finally learnt from the best judge in the pakistan/india/china region and im sorry to say that back is just totally inacceptable! A dog like that would surely be placed at the end of line here! Goodluck Germans your breeding dogs that are as extreme as the Am shepherds! Theo has the kind of topline that is loved here!

The pup's front feet are not under his shoulder...they are out in front of him too far.  His right hock is not perpendicular to the ground...he is over stretched.  His top line is alterred because of these two things.  Even though he's overstretched, he's an absolutely gorgeous dog.  If you moved that right hock forward just a bit you'd probably see a top line you like a little better. 

To show fanciers the pup is a good one.
