FANINO -
Fast normal (A2) is somewhere in between normal and dysplastic......I've been told that sometimes after a number of months x-rays can be resubmitted to the certifying organization for re-evaluation.

Do you have an idea of how often A2 hips are regraded to either A1 or A3?

Or from borderline to fair in above or mild or below (OFA)?

Next time, get a vet with digital x ray or make your vet use better focusing techniques and change development fluids!
This probably costs you one grade. .
You should never submit such a poor quality x ray for certification.
If my vet would produce such an x ray I would ask him to redo it for free.
Normal is normal
fast normal means quite normal
Noch zugelassen still permissible
Nicht zuerkant   HD
Thus fast normal are decent hips equal to OFA Good.

According to OFA:    http://www.offa.org/hipgrade.html  (scroll down for comparison chart), SV Fast Normal is the equivalent of OFA Borderline.

From what I have read on this site and others, and seen from those who have sent xrays to both organizations, SV "normal" usually encompasses OFA Excellent, Good and sometimes Fair,  while Fast Normals seems to come back usually as Fair and occasionally Borderline.   I imagine there is a lot of overlap between the grades of different organizations.
