Yes looks to me like totaly wrong resolution
If that was mine I would change resolution, use Firefox, install add-on AdBlock plus and try again

If Moons has been a member for some time without trouble then it has to be with the setup of the Data base, But as i am another illiterate with Computers i will not argue the toss, But Moons would not say it if it were not true

I actually changed the css to behave that way. The upper section where the ads + classifieds are have a fixed height and are now constrained to that height.
So as the viewing screen gets smaller (in width), instead of flowing down and pushing the content further down, it simply gets clipped of.
When I changed the layout to a fluid center (center changes as the browser width changes) I had to constrain it. Before, when it had a fixed width (which bothered those with high resolutions) this was not a problem since I knew the exact width no matter which resolution or browser size was used.
So others can actually see what happens in lower resolutions if they simply resize their browsers to a small width.

But as to the original complaint by DebieSue, I do not know whats going on there. When you say "Way to the right" are you talking about the whole website?
I always check how the site looks like in Internet explorer 8, Chrome, Firefox, Opera and Safari after I do any layout changes.

You monitor size does not matter if you are running a resolution of 800x600 as I can see on the screenshot you uploaded. Less then 3% (2.2%) of web users use that low resolution and no website adjust their design to that low resolution nowadays.
You seem to be running Windows XP - Here is a knowledge article from Microsoft:
