Wdogz, maybe the OP should ask some breeders if they did all the things listed above. She asked for " top breeders..."

 Among the regular users on PDB, I admire Bhall (Alert K9), Jenni78 (Eisenherz), and Dog1 (blauen Bergen) as breeders.

No way, I stayed in the States for a while during the 80s, but I do have problems with the American Way of breeding and taking care of working dogs...

Good to hear! I don´t like German breeders who ask for more money for their pups, as soon as they hear USA,
€ 650 is fine for a working line pup!

I was also going on personality of the breeder like social breeders that like to talk about dogs in e mail or on phone.  Breeders who would not throw a bitch fit if the op decides to send casual e mails.

We obviously have different opinions of what a good breeder is. Some on your list are very good while others leave a lot to be desired IMO.

I will stay on topic.

My list is based on people I have either met or spent extensive time talking to and learning from.  I would get a dog from these people in a heartbeat and not ask any questions.
In no particular order

1. Candace (Bairdhaus)
2. Duke (Herby)
3. Gustav
4. Desert dog
5. Hans (Alpinek9)
6. Johannes Eitler (Konigshohle kennels)
7. Joanro
8. GSDPack
9. Pirates Lair (Canczechdogs)

Why these breeders?  They all have been great in helping learn pedigrees and have extensive knowledge collectively of all lines, (WGSL, WGWL, DDR, Czech) 
They have in common 1 main thing, they all like the same type of dog.  They consider all traits and not just bitework.  They look at herding, tracking, biddability, etc.  They breed for workability and the overall dog and not just hips or other solo factors.  I wouldn't concern myself with hips/elbows of dogs that they use and would give me a pup from as I know they are breeding for the total dog.
They all know what I like in a dog and if I needed a pup I would ask one of them for a pup and thats it.  I would just wait for the pup to be shipped.  

Again, this is my list and not everyone will agree with me but that is ok.

Thanks to all on this list as you have been very helpful to me and I appreciate everything that you have said and/or done.

I think the Breeders character is envolved in the expense of a GSD.
