Wow, looks like a Mali. to me!  You can see a hint of GSD in there too, but by the photo, the dominate gene looks Mali.  Regardless, you have a wonderful little pup.  Keep her and continue what your future was for her and you.  You both will do great!

I have thought of the perfect solution. I think the breeder should donate one of his pappered GSD to the Marines. I'm sure my husband can find a good contact. He walks past the kennel where he is deployed every day. I would rather have that than any refund. Can I file small claims in my county since I live in a different county, or do I have to file in the county I bought her?

The Guy need s to taught a lesson and that lesson would be to lose his job, He is not fit to be an officer of the Law, if he cheats on selling a dog he will cheat the Public in other ways,
 You should have wrote a letter to his department head explaining the situation, They would not have taken your letter lightly but it seems you chose not to and are still looking for other ways, when the answer has been given you, HIS JOB he will not want to lose it. But do not tell the Guy that you are doing it ot have done it let it come as a suprise from his Boss
Sorry to say your dog is a cross bred however that does not make it any less of a dog for it and it does not mean that it cannot do a job of work, By the way she looks very good you think a lot of it and look after her well.

Steve1, You are completely right, what he did was dishonest and I'm not the only one he did it too. I am dragging my feet because I don't want to cause any one to loose their job or get into trouble. I'll have to think seriously about what everyone has advised me and I appreciate everyone's advice. I showed up to obedience class and my trainer and the other woman that told me to get my money back had read my posts. Didn't realize what a popular site this is. I'm getting to meet my husband in Germany next week and were going to decide after I let him read everyone's responses. I'll keep you posted.

Sorry'  but you are thinking wrongly I am not a vindictive person, But one thing i will have is,
 it must be right, if i was in your place and i did not stop this Crook then i would not not be able to stop thinking that i had let myself down . i had let others down and more people who it will be done to in the future and he will.  but most of all everything i had been bought up to be right.
The man should not be in the job he is so do not bother about that, he is not worthy to wear the badge However that is for you to decide,

Again, your right. I want to pursue this in some way if not for me but for all the people he may rip off in the future. It's shocking that a police officer would be so dishonest, but there are those in any profession. I am going to look into small claims because the lawyer I contacted didn't respond. Probably wasn't worth his time, but my money is as good as anyone else ;)

I left my name and phone number on the breeders website when I was trying to get papers. That was before I knew we wouldn't be getting any papers and I got a phone call from someone that bought a puppy from the same litter and I think they pissed off the wrong girl! Apparently they are trying to make her feel guilty for wanting papers. I'm not dragging my feet any longer! I only wish there was a way to find the other people that got ripped off by them.
