What breeder concerned with longevity would breed dogs with abnormal hips and elbows? That would be quite self-defeating, no?

DNA tests have their place, but better would be if people looked at the big picture and saw the forest for the trees, studying generation upon generation before deciding to breed a certain pair. That hands-on knowledge, imo, is going to be a lot more valuable to the breed in the long run than everyone rushing out and testing for this, that, and mad cow and calling themselves "ethical and responsible" as they haphazardly mate mediocre dogs with other mediocre or subpar dogs who happen to also be "clear" for whatever the ailment of the week is. 

Longevity in a line doesn't happen overnight and takes more time and work than most are willing to put forth.

In the "bunny hugger" world we try so save every life. Our dog would be better if we keep the best and cull the rest.

I think most breeders are trying to sell dogs. There are a lot more breeding able crap GSD then good ones for sale.
