I tried to tell you, that there is more than health checks before breeding.
You should train your dogs, and you should study a lot of other dogs during training. This is the only way to learn about temperament and working abilities of your dogs.

the breeder owns the father but i found out later on after the fact i got my pups that the mother wasn't hers; I thought the female was hers because she posted on the site the mothers pic and the fathes pic and didn't say the mother wasn't hers at all. I also thought that she had a co owned home for the female and someone was raising the litter but no it was basically a wam bam thank u mem kinda thing

I see a common thread of NO hip/elbow or any other health screens being done, and claims of "a1" hips... on website and on this site..
Is that even possible.. since the "a1" dogs carry her kennel name??
Wouldn't OFA or better yet PennHip be more logical?
Also, lots of holes in hip/elbow status in the pedigree of breeding dogs.. yet again, "a1" hips declared..
The sire of your pups is "amazing, substantial and wonderful" .. yet no pedigree link.. didn't finish the UKC champion... (only needs 1 more competition win)..But claims of "a1" hips again.....
I didn't go much further.. they aren't working/titling or even showing their own dogs...have no real "ownership" of the lines..
Nice pets..NOT foundation stock material..
Not sure what your recourse is at this point.. 1900 is a LOT of money for a "nice pet".. and that's what you got...
GSD is the #2 most popular breed in the USA (AKC registration numbers) so its pretty easy to throw a dart and hit a mediocre breeder..
You have some soul-searching to do now.. I'm not intending to mean mean in any way, just brutally honest..
Take a break from it all, and sit down with some paper..define to yourself EXACTLY what you think you want in a german shepherd dog.. what it IS that attracts you to the breed...define what your PERFECT dog might be...that's a good starting point..

Then click on UPLOAD
The go to your BROWSER and choose the pictures you want.
Once you click on the picture you want click the SEND IT TO SERVER
In the "width" part put 500. Do NOT change anything else all the other setting will automatically adjust.
Then click OK.

This is my female german shepherd long coat, her ears are still very floppy the both of them sometimes they go up but other times they are down and stay
