Forums can be super helpful, but stop comparing her to some other person's dog. Take what she is and seek help to correct/manage it, there is no cookie cutter answer for every dog problem. Some mega world national 100x champion's issues aren't exactly your dog's issues. Treat the issue(s) as individual.
Good luck!

[sigh] Dog will also not be getting any vet care when she needs it if you can't get her under control. This is not a new problem for her, Mithuna--she showed you what she would be the first time she went after the guy on the beach with the guitar case, yet you persist in allowing her to be a liability to herself and to you. Frankly, I don't really give a rat's about the liability she creates for you, but I DO worry about the danger it puts her in, because while you'll pay for it with money, she'll end up paying with her life.
No dog can be vetted by a veterinarian 'standing still'. It is unrealistic and unreasonable for you to expect any vet to spend hours trying to follow some dog-defined protocol just so they can examine your dog...geez, even the MWDs are better behaved than this, and don't give the military veterinarians that kind of trouble. NO stable dog gets to dictate that all humans must wait for her to approach them--just because you hear stories about this famous dog or that who was unmanageable and inappropriately aggressive does not mean that these behaviors are to be emulated or that they represent some badge of honor. Her behavior doesn't mean she's a tough DDR-heritage, badass GSD bitch--it means that she doesn't have a handler who is strong enough and determined enough to do whatever is necessary to protect his dog from herself [including letting go of their fantasy of owning some sort of man-stopper dog, as if it made them bigger and badder for having one].
BTW, she doesn't 'offer' to bite--she INTENDS to bite. And she's going to do so, because you WILL slip up at some point--it's simply not possible for a human to be on high alert with a dog 25/7/365. I fear she's not going to live to see 5 years of age unless you're able to recondition her behavior in public settings.

She lives indoors and I am careful when we are outside the house. I have places in NYC where I let her off leash to play ball couple times a week.
Thank you for sharing your understanding. And there she is snoozingon the sofa after our walk through the Forest Park. Isn't she cute Hexe/hatazz?

If speaking frankly about the lack of effectiveness your training efforts have wrought so far puts me in the 'hatazz' classification, so be it.

" .......... in spite of my distaste for where she came from..."
Never knew you harbored this? Can you elucidate?
This dog is touched, played with , and petted everyday at home and sleeps in our own bed. Never had a bad experience in our care. But as i said I just can't figure out why she does not want to be touched by persons outside my family( wife, daughter, self ) or want anyone in her immediate space . Wish we knew why. Dam is an active Patrol dog in LA.
