HAHAHAHAHA.... Ring sport!!!! Because he is circling his handler!!!! Makes sense to me.... Why not?
No, really I could not tell you one way or the other. Maybe because Mals have are crazy busy all the time, he thinks his handler is too slow?

This is Belgian Ring Sport. In Belgian, French, and Mondio ring they have an excercise called the "Defense of Handler" Each sport has a slight variation but essentially, the dog and handler walk to a decoy, introduce themselves and walk away. The decoy then turns around and follows the handler. Different Sports and different levels dictate what the decoy can do to attempt to take points away from the dog. this is a key difference between the Ring sports and other sports the dogs. It is not totally about the dogs individual performance of a set pattern.
The judging is more of a "man Vs Decoy" the decoy is given alot of room to do what he wishes in an attempt to exploite holes in the dogs training or weaknesses in the dogs temperment. So in the defense of handler, the decoy approaches the handler/dog but depending on the sport and level they can do many different things. Including circling the handler, moving left or right several yards. approaching and backing away from the handler without an attack. Just a bunch of thigs
one fo the point decductions in the defense of handler is if the dog attacks to soon or to slow. At some point in time the decoy will "touch or attack" the handler Again, depending onthe sport and level the idea is for the dog to attack at the exact time the decoy attacks the handler.
It is too much to try and explain here and I am far from an expert in BR.
My guess answer to your question is that it appears to be a young dog. His foundation training probably includes teaching him how to circle his handler at a particular distance for the Defense of Handler. I say this because he does not correct for it and he puts the dog into a proper heel. So it appears that he is working on the dog circling and going into a heeling position on command.
Just my guess.
I'll bet that old Belgian dude knows more about dog training than most of us combined.

My inital reply was a bit too much on the sarcastic side. At first glance I thought it was the DOH but not seeing a decoy on the field made me think otherwise.
