YES IT IS POSSIBLE FOR A BITCH TO CONCEIVE EVEN THOUGH NO TIE WAS MADE. ITS NOT A GUARANTEE BUT VERY POSSIBLE THAT YOUR BITCH TOOK.  I HAD A STUD WHO NEVER TIED WITH A BITCH YET PRODUCED WITH 4 DIFFERENT FEMALES.

the tie is not what makes the bitch pragnent , the sperm is , so no problem to get pragnent without a tie

It  has a lot to do with the WHY there is no lock. It is always best to get the tie,  but we once had a female here for breeding that we never got a tie on. Three chicken dances and each time he went to dismount he would pull out. We had never had that problem before and have never had the problem since. After the first two breedings resulted in no lasting tie we held the male in place for a few minutes at the third. The female I am speaking of had 9 puppies from those three non lock up breedings. JMO  from personal experience, a female CAN have pups without a lock up if the sperm gets where it needs to be and there are no other issues with the male or female. There are a lot of ifs to this situation though.

If he was in the mounted position for 5 min,  they could have been tied then. He doesnt have to step off to be tied.

I would get the vet to investigate the female's reproductive system to see if there is a physical blockage of some sort. If there is, and she takes, she will need a C-section to whelp the pups.

Another possibility could be her reproductive organs never formed properly, and she could be sterile as a result.

Best to get a vet to look at her. If there's a physical problem,  it's likely best to have her spayed in case it's inheritable.
