Might try contacting the local VFW, American Legion and similar veteran's organizations to reach out to retired military personnel. 

As for off-duty military personnel, since she's the wife of a serviceman she ought to be able to get some help from the chaplain on base--but I'll guarantee that she's going to have to make the contact directly...doubtful that you'll get any help from that avenue if someone else contacts them on her behalf.  Is there a vet clinic on that base?  If so, she'll need to contact them as well.

Contact them and see if they'll run a piece on the situation and include a plea for help from off-duty personnel. Worth a shot.

You might want to try the local boy scouts as there are badges they can earn for public service.  Also, as they are hiking somewhere someone may spot the dog.  Dogs just love kids.  Its a thought.  Good luck.  or you could use a female in season and walk her around.  Hopefully she pees alot and he will be drawn to the location.

Boy Scouts are required to complete service hours as a requirement to earn rank advancement......not merit badges.

By the time a Boy Scout get to Eagle, he will have completed more service hours then 80% of the people in his community.
