I think I already addressed that, I don't know about the GSDCA, but it just looks like a list from the WDA, so I'm going to assume yes.  They're the same exercises, same skills, before it used to be the same people doing it for both org's.  The only difference was I had to do 3 complete III routines back to back to back for WDA compared to just one III routine for UScA and then an "increase" in classification was the number of trials and dogs in book dependent. 

I don't think the "training" program for either ever taught me a thing.  That time and hardwork was done by a lot of other people

When I certified as a national level helper for both orgs:

USCA was a half day classroom seminar, worked one dog for practice and critique and one dog that was my tryout dog.  Then because I happened to catch both dogs to elbow side, he had another dog brought out and I was told to catch him hand side, which I did.

WDA was a two day event.  First morning was classroom seminar.  That afternoon and next morning was working dogs with critique and commentary.  For certification I had to run the blinds (just like a dog would for SchH3) in full helper gear with sleeve. Then I had to work 5 dogs back to back including 3 dogs that were SchH 3.  Had to do front and back half of the 3's and no breaks for critiques.  The part I liked best was that this was done under an SV teaching helper and he was yelling at us during our work.  Definitely was stressing out the helpers. 

When I recertified USCA was the same and WDA had gone down to a one day certification process and no more SV teaching helpers.  Morning class and certifying in the afternoon after the same blind running and still had to do five dogs.

Been to three USCA helper seminars when at the nationals.  The first two were pretty good.  The last one I went to I was pretty disgusted with.  They had the national level helpers working with no dogs.  We never saw a dog.  They tied tracking lines around the sleeves and we dragged them around to work on our drives.

WDA doesn't have anything like that at all that I'm aware of.  They did host a helper championship (competition) for a few years that was a lot of fun though.

My National certification for GSDCA/WDA was done on two different days with two different Teaching Helpers but the experience on both days was the same as what BCZC describes. Running the blinds, working 5 dogs in a row, etc...  

I will say this about the universal list. I for one would like to see it happen. I was once certified by both organizations which allowed me to approach different clubs and work all types of dogs with more ease. I believe this made me a much better helper as I worked a wide variety of levels of dogs. 

I also cant count how many times I have had people say "would you be willing to work our trial" and I have to say that I cant because the parent organization wont allow me to be a certified helper because I am a member of a different parent organization. It doesnt hurt me any. I can still train anywhere that wants me to work dogs. It hurts those clubs that are working hard and dont really have a helper but  have a passion for what they do. They are stuck because we are limiting the resource of helpers due to what organization they belong to.
