This dog also walks much further ahead than many dogs. I would too to keep my ear from constantly being whacked by that hand. I would think it would not feel so great.
Also, same as with horses ears back at a mounted the rider, it can mean they are listening & focusing on the rider for next cue/command/order to be given. So this dogs ears being back is focusing on this well behind handler to verbally give the dog the next eagerly awaited command.

in that video obvious choleric, highly impulsive type of dog, who received lots of physical corrections during training thus is in permanent state of expectation for correction from his handler.

dog, purposed to be working dog, beside drives must have efficient brain and that will be manifested in calmness, selfcontrol and selfconfidence during tasks execution. dog in video lacking those qualities. all dog's behavior demonstrates too much dependency on handler's guidance and input. it's like, if put in human's words, dog constantly looking at handler and say "i apologize, do i do that correct?"
